One more thing would be civil law, like police functions - keeping the domestic peace, putting murderers away, etc. I would add judicial system to that, but really, that can be subsumed under police functions, can't it? The "economy" takes up most of the rest. I mean, that's resources, interior, agriculture - all rolled into one topic. Maybe education and human services (like health care, elderly care, etc.).
